MacGPG is the core component to enable OpenPGP on OS X. There is no application 
to do anything. I fear under OS X 10.5 you've to encrypt/decrypt files via 
command line :/

This is called GPGServices, is OS X >= 10.6 only and is part of the big 
Installer (not the MacGPG2 installer).

You might want to install the latest version from [1] (run the uninstaller 
first that is contained in the dmg). It includes:

1. GPGMail (mail encryption)
2. GPG Keychain Access (key management)
3. MacGPG2 (core component)

This should work under 10.5.
