We should move the download settings directly onto the downloads tab
(bandwidth limiting, maximum number of downloads, etc..). This way, the
relevant settings could be modified where they are needed.
Currently, these settings reside in the preferences dialog. Moving them
into the downloads tab could result in a better structured UI.
