I like this feature. It's a very good (better) alternative to the requirement
for a pause/resume feature (http://bugs.gpodder.org/show_bug.cgi?id=19) to free
bandwith for other application, since one can quickly set the limit to 0 or a
low value.
I also prefer it on one line, with check boxes, and removed from preferences
dialog.
Suggestions:
* you could had related information on this line, like current percentage done
or current total download rate.
* would it be possible to hide/show it in order to gain space (for example with
an arrow which hide/show the panel, or something like that?)
