Yes. But now Unicode is accepted the GoI & GoK's Proposals to Atomically
encode Chillaksharams. It is now with ISO, the international
standardisation body , waiting for the ballot of its participating
Members. You can see the Malayalam Cillaksham proposal at  submitted to
ISO/IEC JTC1/SC2/WG2, the international standardization working group
for the coded character set UCS - the Universal Multiple-Octet Coded
Character Set

The Threats Introduced by the new Atomic chillu Encoding are

1. It questions flow & structure of Language & the reason for the
Occurrence of Chillu's .The Basic principle of unicode is violated and
issue become Representation

2. All Existing Malayalam Unicode Text will be Broken (it is using
Consonant +virama+Zero width Joiner  to form chillu's) if they are not
supporting the old sequence. Peter constable already ensured this

3. So it will result Dual encoding for the same alphabet. for example ന്‍
can be represented using Atomic chillu NN as well as ന + ് + zwj

4. This will break all existing code base, Dictionaries, indexes, spell
checkers etc (GNU ASPELL Malayalam dictionay now have 133000 words and
still counting)

5. Which chillu encoded result you can expect if you searched for a
chillu included word in google?

6. If the usage of Zero width Joiner (which form chillu from its base
form ie ന+്+zwj) considered as an issue why People are not talking about
  Zero width non joiner & zero width space. (like Tamil_nadu ZWNJ
defines the difference between തമിഴ്നാട് and തമിഴ്‌നാട്) If we are using the
same logic of chillu encoding (encoding of all instances of Zwj) , All
instance of ZWNJ is also need to be encoded. Then where we end up? It is
against the basic principle of unicode that only base characters are
encoded.

7. Why isn't other graphically independent (pre base ra... ) characters
not encoded if the argument for chillu encoding is graphical independence?

( Using Consonant + virama+ zwj for chillu LL) and
http://റാൽമിനോവ്.blogspot.com  (using the atomic chill for LL.) Both will
appear in the same way but points two different locations.  So fate of
malayalam URL's will be an era of spoofing. just think about the
malayalam url Federalbank.com  the chillu LL can be represented 2 ways
so some fake site can catch up bank usernames and password if bank
failed to register both 2 urls. How user type represents the page
appearance.

9. We belive Chilling property is there for most of the consonants. By
Chilling property I understand the consonant should not join with the
following consonant when a virama is put between them. This feature is
presently addressed using the joiner(where there are some graphically
independent glyph for the Chillu) and non-joiner(where there are no
graphically independent glyph). That is the way we write TamizhNaadu
(using non-joiner - no chillu-zha found), MohanLal (using joiner -
chillu-na found). So it must be dependent with the Consonant And not an
independent character

10. we believe it is unnecessary to encode the Cils atomically
considering their graphical independence alone.

so participating countries in  ISO/IEC 10646. ( list is here
