Hello, The merit based system today is not to assess only the savarnas but all sections of the society . The intention behind merit based system is to provide equal opportunity for all section of the society for entry into educational institutions .Only thing the state should do is to provide a better infrastructure and living conditions. Reservation cannot help in alleviating the oppression and poverty that have plagued the SCs/STs for centuries . People who have a genuine concern over the welfare of dalits should look beyond the reservation system. over the past thirty years , there is not much improvement in the percentage of SCs/STs who can read and write . Since elementary education is free and open to all,no special efforts have been made in favour of SCs/STs there . So what we need to do is equip them with better living conditions so that they can compete with others . In thane district of maharashtra , the government imported certain medicines to cure the nutritional requirements among children . But the real scenario was that nutritional deficiency has come because of poverty. Providing reservation to SCs/STs is like that only. It will not correct the root cause of the problem . In the case of SCs/STs , Reservation system has contributed to stigmatize and alienate them from rest of the society. But reservation had an advantage that a creamy layer has formed among them .But the trend is that this elite group tends to reproduce itself and monopolize the reservation arena. But for other sections of the population(who enjoy the benefits of reservation), it is a question of power and political dominance . There is no mention of backward classes in constitution and states are free to decide which caste will come under OBC .So political parties will decide who will come under OBCs targeting the vote banks. This has resulted in a situation that temples and churches are controlling the education sector.
