No, I did not restart the computer after installing texlive,
but I did see that lualatex was already known via
environmental variable - that is, I could call it from the
commandline without it's full path.
When I installed texlive, it was with an administrator's
account (domain admin, no less) but I did not "run as
administrator".
Yes, I ran the Gregorio installer under the same user.
However, after I restarted the computer I ran the Gregorio
installer again and it worked fine.
So, I've installed Gregorio to C:\texlive\gregorio

I looked in C:\texlive\gregorio\examples, but it did not
compile PopulusSion.gabc - although the file is present in
that directory.

but texlua IS there.
So I uninstalled gregorio and tried to install it to
c:\texlive\gregorio instead.
Same problem.
Too bad there isn't a settings file for gregorio that the
installer could work with.
