"Shutdown" and "advisory"-style messaging are not mutually exclusive. They do not overlap in terms of technology and usage. Shutdown is useful for when the session goes down, 'advisory' can be useful when the session is still up. An advantage of the 'shutdown' message is that there is an absolute correlation between the message contained in the Shutdown Communication and the (in cisco-speak) "ROUTING-BGP-5-ADJCHANGE" event itself. "Shutdown" fits neatly into the existing BGP framework and has a low barrier to entry for implementors.
