I just confirmed that as of version 1.1.4 (the latest listed on the web site), that putting settings in /Library does NOT work. I confirmed this by turning off updates as a user, moving (not copying) com.Growl.GrowlHelperApp.plist from ~/Library/Preferences to /Library/ Preferences, confirming that the user I was using could read the file, and then launching System Preferences. Updates were then in their default on state.
