If the uninstaller is not working, we need to know more about that so we can 
fix it.

Growl doesn't have “pop-ups”, only notifications, which are what it exists to 
enable applications to present to you. What you're seeing (it sounds like) are 
Growl's own notifications that the version of Growl you have is out of 
date—they are update notifications.

The uninstaller that works comes on the Growl disk image and is also linked 
from the aforementioned page.

If you don't have Dropbox, then Dropbox isn't reinstalling it, so either you 
still have Growl because the uninstaller is crashing for you or because 
something else is reinstalling it.

We need more information about the crash. Please describe specifically what 
happens when you try to uninstall.
