Then Growl is not installed, because Spotlight does find preference panes, and Growl is a preference pane. You'd find Growl in the “System Preferences” category in the Spotlight results. Does Growl appear in the System Preferences application? > I think it came with Skype in the first place. Skype uses its own internal notifier, not Growl, for some notifications if not all.
