For Growl, yes. Sandboxing isn't enabled for Growl or nothing would work at
all. :)

However, when an application implements sandboxing, if they are using the
1.2.2 framework then it won't be able to talk to Growl. It will need the 1.3
framework, which we're almost done beta testing.
