Wow, I wish I'd known about this change earlier, since I just shipped updates
to two Growl-using apps yesterday and today, and they don't work with 1.3,
either. What's really strange is that EagleFiler was working with 1.3 this
morning, and I have the History log entries to prove it, but it's not working
now.
I tried to find a history of what's changed in Growl, but the link included in
the SDK is broken:

The main version history page:

seems to only list bug fixes for Growl.framework. Could you describe briefly
what 1.3 needs that older versions of the framework don't provide?
I'm not sure how easy it will be to adopt the 1.2.2 SDK, as I have not updated
my Growl source files in a long time. As I recall, this was because you dropped
support for 10.4. However, I no longer see any references to which OS versions
the framework is supposed to work with. This page:

references the possibility of loading it "on Mac OS X before 10.4," but I see
stuff like NSMakeCollectable in the source. Which OS versions are you targeting?
