Nothing. The problem was in the framework.
It was pretty much fixed by accident, as I was fixing something else at the
time. This is the change:

That's the change that made the framework look for a running GrowlHelperApp and
not just a prefpane. Growl 1.3 counts as GHA for the framework's purposes.

IIRC, 10.5. It might work on 10.4, though, since *CF*MakeCollectable is
available there (NSMakeCollectable is not, but is an inline).
Framework 1.3 targets 10.6, according to Chris in an earlier growl-development
(I think) thread.
