This issue still remains. I managed to duplicate it many times by simply trying to install a few new themes. The first thing that goes wrong is the Dialog Box asking if I want to overwrite an existing theme or the other box asking if I want to configure the new theme. In these two boxes the Growl Icon/Logo is upside down.
Then whenever I try to get to the settings, I get the problem you guys already mentioned. OK, deleting the plists and/or uninstalling-reinstalling does solve the problem, but only temporarily.
