Growl 1.4 (in review) has some additional attempts to force the toolbar to be visible, and have items in it. Worst case scenario if that doesn't fix it, it also adds the growl:// url scheme, which will let you open preferences to a specific tab using growl://preferences/<pref tab> Where <pref tab> is one of the following: general, applications, displays, network, rollup, history, about.
If plugin installation is the problem (or part of it), we would appreciate help in narrowing down what styles are doing it, if it is a specific style, so we can study what is happening (if its still happening post 1.4).
