That is one piece of what determines whether the window displays, yes, and if it isnt changing to true, that might be the cause of your issue. You can try changing it manually to true and see if it no longer appears, however, if we are having setting that key, we might be having trouble setting others (including the other key related to the welcome window, the previously launched version). You could try moving the file aside (and any associated lockfile) and seeing if a fresh copy works and only shows it once. Sometimes the preferences storage system just gets messed up, and there isn't much we can do to detect that.
