The xml-commons-apis error went away when I installed the xml-commons-apis
package from Scientific Linux.  I complained that this wasn't very good
behaviour.  They blamed it on somebody else.  Looks like I will have to 
hunt down a party who will take the responsibility to fix it.

But anyway, that problem is gone, and I'm back to the exact same issue
as before.

I tried it with ANT_HOME set to the proper value, and unset. 
No difference.

I tried it with /etc/ant.conf present and removed.  This changed something
with the package installation but not with the /usr/local version.  In
any case it didn't result in a build.

We're getting into a big tree of options here.
        Java versions
        Ant versions
        config file present/not present
        environment variables set to various things

My impression is, although I hit some snags, the problem remains consistent.

Since you guys don't recognize this, I have to guess the problem lies
either in Scientific Linux, or in our particular configuration method.
I will look into those details next.
