Yes the bag has to be drilled for the rack.Water will not go in the bag because it is attached with rubber gromets which make a water tight seal. The rack is very convenient for sleeping bags & things of that nature or laying a helmet on when your stopped on the side somewhere. Or you can refer to it as" another gadget ".
