Could be. My money is on a wire being cut by the mounting bracket inside
your tank. That's what did it on mine.

Run the tank nearly empty, or empty it yourself. Unbolt the fuel guage
sender unit and carefully pull it out of the tank (it isn't the one with
the fuel lines :-). There are two wires that run in and out of a series of
holes in a metal bracket that leads down to the sensor with the float arm.
In my bike (and at least one other) vibration had caused the rough edge of
one of the holes to cut into the insulation of the red wire causing it to
short to ground. This was intermittant. The first person to post about
this unsoldered the wire and put in a new one with heat-shrink tubing. I
fixed it by slitting a piece of gas-proof hose down its length and sliding
it around the wires.

It is a design flaw, but an easy fix.
