I'd be very surprised if this was normal. Usually the fans are there just to blow air across the radiator when you are not moving or going very slow. It doesn't make a lot of sense to be trying to blow the air in the direction of motion or to be blowing hot air from the engine across the radiator. The fan is probably incorrectly wired or maybe the fan impeller is on backwards, if that's possible...

The left (clutch side) fan will blow the warmed air from the radiator TOWARD me (sitting on the bike) through the vent located by me left knee, however the right fan works in reverse drawing air AWAY from me and the engine blowing it through the front of the radiator toward the head hight. Is this normal?
