Thor: There is at least one thing you can do to protect yourself from people who drive but don't see: get a headlight modulator. They ARE legal in all 50 states, no matter what your local gendarmerie thinks. They are covered by a FEDERAL (it's the same kind of thing as a seat belt) Motor Vehicle Safety Standard, and hence override ALL local laws to the contrary.
