The problem I have with this is that I am part of the "we"  that rides
motorcycles.  I am also part of the "we" that drives cars (ok, not
really....I drive trucks.)  And I dislike headlight modulators.  They
hurt my eyes and are distracting.  I do not need to see another
motorcycle that is headed the other direction on the interstate.  It may
be more important to see the truck merging  into my lane ahead of me and
the modulators are distracting.  Just a brief thought, what is the
difference between loud pipes and the modulator?  Both are supposed to
notify "the public" of a motorcycle's presence.  Both piss me off when I
encounter them on the road.  If you want to make people safer drivers,
educate them.  Don't use safety devices to replace a  person's
responsibility to learn.
