This should be a no brainer on a clean dry surface. Any time the brakes are
released, be it ABS or otherwise, you are gaining braking distance. Keeping
the brakes on just short of locking minimizes braking distance. Now if you
want to factor in human abilities, some people may be able to stop quicker
with ABS, but that is a question of individual skills, not equipment.
