You are correct, you can pick your own, but it has to be within certain guidelines. I only know how the State of Maryland does it, but most states are similar. It costs $25 per year extra, so the total fee is about $37 a year for a motorcycle. To my knowledge, you cannot auction off plates, because the plate is issued to the person and assigned to the vehicle: therefor, it cannot change owners. The original owner can apply to have it transfered to another vehicle that he/she owns.
The guidlines are that the words cannot be offensive to the general public. The DMV reviewer can veto the plate for almost any reason, so sexual references, drugs, violent stuff (exmp. I KILL U, BLO ME etc.) will be turned down. Also, if somebody sees your tag on the road, and they are offended, they can contact the DMV and ask for a review, after which the reviewer can have the tag revoked.
