Am I right in thinking vanity plates in the US are where you pick your own registration? If so, then I don't know of any European coutries where you can do that.
However in the UK you can change the plates on your vehicle to something close to your name or something. For example P 1 LOT could look like PILOT, but you have to pay for the privelege. The most expensive one is K 1 NGS (KINGS) which the DVLA (Driver and Vehicle Licencing Authority) sold for �231,000. If you want to have a look try www.dvla-som.co.uk.
