I replied with the following after the author started with "we could
also leave the state as `withdrawn'" (which ... hasn't happened?).

My apologies for being terse but I took a nap and touched some grass
and didn't want to be accused by the author of responding with another
"wall of text".

And of course we support pull requests. A GCD isn't some scalp you
wear on your belt, they're as needed. A PR can "clarify the different
roles by summarizing the agreed upon social structure and appending
necessary parts in the reference manual".
