From what I've gleaned from Krommnotes and discussions with Kromm himself, a
spell cast by a staff does not count as a spell 'on'.
Say you had a wand of oh... rooted feet. You could cast that on someone, and then cast Itch, or Spasm or something else to that effect, and not have the 'rooted feet' spell count as a spell on. Since it's not you casting the spell, but the staff. I mean, it is you, but it's the staff, but not the staff but you though the staff, but not really, kinda, if you know what I mean.....
