I've read the background material, and really tinkered with the spaceship design "templates". I've not yet read the other parts of it.
The background struck me as a little contrived. I recognize the need to enable Terrans to overcome Vilani against overwhelming odds, but this just didn't work for me. I also recognize the need to create a "rich, versatile" environment for RPGameplaying. All 9 different interstellar wars accomplished from my perspective is that a GM will have different epochs to choose from in which the emphasis as a Far Trader, frex, will be which Navy the PCs will be running from more often. Shipbuilding was a little disappointing. The same frustrating iterative approach to mass and power when designing powerplant/sub-light drive and desired performance in G:Space 3e was still present. It makes for near-infinite circular recalculation of sub-light vs. powerplant and mass. Also, the variability at different TLs was sadly limited. Sub-light drives don't really change a whit in terms of performance, for example, between TL9-11. Neither really do powerplants between TL10-11. In some ways, I recognize this is a result of the TL revamping-- the difference between TL9 and 11 is not what I remember from 3e, but in some ways this just didn't give you enough ways to really specialize. I'm looking forward to Space 4e. I'm hoping it will give some more TL options for starship design.
