  If you want, I can dig up some of the FASA material on drives - there
was a supplement put out that allowed you to build your own Trek
Universe ships.  Also, the rules for the PRIME DIRECTIVE were originally
meant to work with the STAR FLEET BATTLES rules set when it came to
starship battles.  The company that makes PRIME DIRECTIVE is Amarillo
Design Bureau,(I believe).  As for the issue with the deflector shields
and the like?

Too much energy may be as bad as too little energy when it comes to the
effectiveness of the shields, which is why you can't utilize an "over
power" style game per se.  In STARFLEET BATTLES, you can over produce
energy (if I recall correctly) by such use will destroy an "engine" box. 
Consequently, I'd go with the guess that overproduction of energy
essentially damages equipment and/or goes beyond safety tolerances.  One
thing I recall from the game was that the standard "starships" don't do
this - and that the only race to use this kind of technology for
"starships" were the Orions (Journey to Babel).  There would eventually
evolve a type of ship not unlike "PT boats" for Star Fleet Battle's
universe that also utilized that kind of concept.
