Second, the Bashir episode you refer to isn't exactly what I had in mind, but I hear where you're coming from. I was referring actually to Dr. Kingsley's experiments from TNG and the protagonist would be a bioengineered (from scratch, not modified from existing humans) human that everyone *knows* is bioengineered, growing up in the Federation.
