There are several possible answers, and some are highly sensitive to 
the local gravity. 

Using the unassisted jumping rules is a non-starter if you want to cover 
the better part of a mile under Earth gravity.

You could provide enough (sustained) thrust to provide 0.9 gravities of 
acceleration, which allows the user to jump around as if the Earth was 
an 0.1 G world. But take that suit to an actual 0.8 G world, and it can 
fly. 

Alternatively, you could take contragrav without thrusters. That means 
'excess' lift is lost, and the lack of thrusters means flying is still not 
possible.

You could use high-thrust/low-endurance rockets to provide short 
bursts of lift. Of course there is nothing to keep the user from 
firing the engine repeatedly, and hence to fly.
