Does it? I'd have to see a cite before I would believe that he said it.
That said, Asimov was smarter than everyone on this list put together
and more importantly always had references for any factual data he
included but couldn't personally demonstrate.
There are also some of small creatures (incl hummingbirds, bees) who use
winged propulsion in arbitrary directions on a scale where gravity's
effect is negligible. When gravity is actually absent, similar solutions
would be able to scale up.
