So did surface warships. Fuel oil isn't that much less dense than water. BTW, while you can do this, it's not popular with crews, so unless you need to (submarines, surface warships in wartime), you don't - the sea water reacts with the fuel making a nasty toxic sludge that has to be scraped out of the tanks by the crew.
