I guess I'm used to the MVDS, where usable wing volume is only 20% that of the 
design volume (this actually works out fairly well in historical designs, so 
I'm comfortable using it with fictional ones).

I'd let the plane use it's wing and tail control surfaces to maneuver 
underwater, so it doesn't need a second set.
