We have some leeway how contragrav works. It might be that it works by increasing inertia for movement in one direction (or at least that could be a good heuristic model for how it works). Now if contragrav doed not only work downwards but in some horizontal directions as well*, then we have a situation pretty similiar to a sailing ship.
* Either because additional contragrav units are mounted, or becasue contragrav fields are always shaped like satelite dishes, and moving contragrav vehicles horizontally involves tilting the field, until your direction of travel is no longer blocked.
