Keeping the vehicle at a different speed then the surrounding air seems to be the key problem.
If the wind is not constant you might get somewhere. Either constant gusts of wind, or you have different wind directions at different heights.
Ideal for sports but not so good for transportation would be mountains with valleys where you can alternate between above teh mountains and in a valley.
What does contragrav do to inertia? If the craft has much inertia and gives little air resistance (with the exceotion of the sails), you propably can do some sailing before you reach the speed of wind. then you throw your anchor or do something else to break, and start again.
