You could make campains following the basic pattern of Simon R Green books. The pcs have or are something all powerfull, then something even more all powerfuller comes along, and the pcs must do some quest and do some brave things, to save the day.*
I don't think you actually need exactly defined stats for that sort of campain, but if you have players, who get a kick from having insane stats, it still can be a good idea to provide them.
If you don't have the full range of TL16 but just a few individual technologies, you still can make consistent campains. If you have "Poof you are healed", that means a certain set of disads is practically eliminated and unless you burn a body and scatter the ashes, that person has a good chance to come back. The more of it, the harder it gets not to overlook something, that breaks some plot of yours though.
Actually running a campain in a full fledged TL16 society would be an interesting challange. That would most likely be a post scarity ecconomy, what removes a lot of reasons for conflicts. You still can have soap operas there, a conflict between the goverment and rebells and there might be thrill seekers. Such a society would definitly be very alien and unless the pcs are all just barbarians from the outside, you would need to make sure, the players know, how that society works, when they make characters.
*Many of his books are actually quite good. Even though he almost always uses that plot structure.
