If you really have "poof, it happens" TL almost all resources will be for you like air is nowerdays for us. It's there, it's not rationed, there is no status associated with it, no one actually owns it.
If such a TL can ever be reached, i can not say. Other theoretical tech propably is impossible too but still can be used for world building.
And if you use extreme changes to technology, you can expect big differences.
