In a game world, legitimate bounty hunters are a kind

rules of engagement. Mines are no typical police gear.
Current technology does not allow mines seeking spezific targets. And
AFAIK also none that make disabling attacks, with only small chances of
causing serious injuries.
Having a camera scan passerbys and if a known terrorist is detected, throw
a net at him and call in the cops is not a plan that i have heared voiced
seriously yet, but at least for cinematic backgrounds having it happen in
the next years would be conceivable. Make a space equivalent of such a
device and you have the mine i am thinking about.
They might be allowed remote
controlled like Taveller missles, but then they could be jammed and you
can cover a smaller territory, before you run into problems with timelag
in communications. So there is some incentive to illegally modify them, if
the colour of the bounty hunters hat permits it.
I imagine a guy (or gal) with a leather coat, a big
handgun, and a starship. The ship is probably armed,
but the meme centers on the gunslinger, not the
fighter jock.
That would mean the actual catching people would usually not happen in
space. Which is indeed the more sane way to do things. In that case i
guess the most sensible setup for a bountyhunter ship would be to have
some secundary official business. And the ship is not easily recognizeable
as bounty hunter ship. You don't want to anounce that you are a
bountyhunter.
