Yes, many are former police or like, or they are deputized to act as a law 
enforcement officer but only in limited ways.. But the problems arise is 
when you have to go below the border to get someone but your not licensed in 
Mexico or like, or worse the person your going for has the protection of the 
local government, city/state/federal or cartel or like..
