If bounties exist, people will go searching for them. The real-world US model is a function of how the bail system works: if someone is let out on bail, and pays for the bail with a loan, and then skips, the loan holder is out the quantity of the bail -- unless he can arrange to make sure that the person with the bail on his head actually shows up. Sure, the police will look for him as well, but their incentives are different, and they may care quite a bit less than the bond holder about whether the criminal shows up, as opposed to leaving town.
