And what happens the first time the bounty hunter makes a 
wrong identification? When a cop detains the wrong person,
there are procedures to handle grievances. 

For a game, freelance law enforcement is a good idea. It 
encourages player characters to solve their own problems,
and not to call the cops like reasonable real-world 
people.
