Your character is from off world and is on this world to find and bring back
a fugitive from another world, yours or one not of the world they are on
now.
Does the local world have an extradition treaty with yours?
Osama Bin Laden, classic, residing in Pakistan, likely someone knew he was
there, but they Pakistanis either was friends of his (those he was staying
with), or the government knew but had him in a sort of protective custody,
but ..
So we sent in a SEAL Team, but what if you wanted to keep it quieter and
less obvious? Send in a bounty hunter, an expendable if you will..
Part of why we could not get Osama,w as basically that members of the
Pakistani government was buddies with him and told him we was coming, cause
we had the beg to get clearance to fly over their air space.. Liekly pay
some bribes, called Aid or like in the process..
Or why there was talk of a USMC Assault Shuttle, to go up and over the
Pakistani Airspace or even other nations as well and come down on top of
Osamas home and do what Marines do well, especially Force Recon..
On a closer to home note, what if the criminal is a member of a local
Mexican Cartel and sending in US Police or like in to Mexico to retrieve
him, is not going to happen.. So you send in a bounty hunter or like, to do
the dirty work, helps they are often less obvious.
Sorry seen enough FBI and ATF and like, some do well passing as something
other than law enforcement but many do not.. Also is the crook really worth
alotof money or just wanted in a small border town for something?
