Well, historically speaking, ramming was a bad idea. Some 
people thought that it was the only feasible way to get 
through the armor of an ironclad, and they may have been 
right at the time. They underestimated how hard it is to 
hit[1], and what damage this does to the ramming ship.

So there could be rules for a cinematic ram, which does 
more damage and suffers less reciprocal damage.

Or I made some mistake, forgot some optional rule in 
Greece or Imperial Rome. Did I?
