This one is a bit smaller than the S.H.I.E.L.D. Helicarrier. It is
marginally thinkable to move it on the ground, so I went that way.

Not required, the carrier itself is fast enough to get over the 
stall speed of a plane.

That would require a hydrogen fuel system. Not really effective
at TL8, because it is so bulky.
