Yes I am sort of annoyed at times with the number of unneeded sets. How-ever I am an advanced user. So it is quite easy for me to remove sets I do not need. I would not expect the new user or the user that just wants to use the program to have to learn how to install download scripts etc. I think these people should learn these things but the fact of the matter most people will just want to use the screen reader. So putting all the program support in the screen reader is just the best thing to do if possible.
