Hello Andrew and list, I have yet to discover a PDF in which the authors properly implement forms mode such that the field name is properly read, or is even close bye so I could use the mouse keys for some context. I was recently laid off and am now "in transition" and would like to be able to complete job apps without having my wife complete what should be an accessible form. State agencies in Illinois are no better at designing accessible forms than are private employers. I am hopeful that a law I assisted the NFB in lobbying through will change this. You can be sure I will let people know of the offending sites, even as I do what's necessary to get applications completed.

If you get a message upon loading the file that it is unstructured, good accessibility is problematical. I can't recall a situation where a link throws me back to the top of the document but, when people don't follow standards, anything is possible. It may help to limit reading to one page at a time. To do that, press ctrl-k in Adobe Reader and arrow to Reading. If you tell it there that a large document consists of one page, documents will be loaded one at a time. Pressing ctrl-pgdn will then take you to the next page. While I quite like that arrangement, some will find it tedious. But you can adjust settings to suit individual situations.
