Yes Bill, it's very frustrating, especially when the potential is there for PDF forms to be very accessible. Forms here are in PDF format and are also very poorly done. When I'm asked to fill out a form for any of dozens of trivial reasons, I tell them I'll fill out the form when they do it properly.
I thought this sort of thing would be covered under Section 508 in the US - perhaps someone needs to start Wielding a big stick! If you get a message upon loading the file that it is unstructured, good accessibility is problematical. I can't recall a situation where a link throws me back to the top of the document but, when people don't follow standards, anything is possible. It may help to limit reading to one page at a time. To do that, press ctrl-k in Adobe Reader and arrow to Reading. If you tell it there that a large document consists of one page, documents will be loaded one at a time. Pressing ctrl-pgdn will then take you to the next page. While I quite like that arrangement, some will find it tedious. But you can adjust settings to suit individual situations.
