It does sound similar, but I think mine is a WE issue and here's why:

While I have outlook running, and window eyes running, and I'm having
the problem, I can close window eyes, but leave outlook running, and
start jaws, and jaws will read the list of messages in outlook without
any problem.

That says to me it's not an outlook focus issue.

Also, I used the focus control script as you suggested, and I could not
get it to move me to any control that allowed window eyes to read the
messages.

I admit though it does sound similar enough to make you wonder.

Unfortunately for me and a few others, it happens say 80% of the time
when we open outlook.

At least one of the other users just went back to jaws permanently
because he did not know if you kept closing and restarting outlook, that
it would eventually come up where window eyes could read the outlook
messages.

I think I've written him about this.

I'm actually wondering if there's a scripting possibility around this;
maybe a script could detect that window eyes can't see any messages, and
automatically keep closing and reopening outlook until it could?

This is the real power of scripting: to work around screen reader bugs
(or whatever) until a new version can be brought out.  And of course,
the fact that we all can contribute ideas and effort toward this.
