I am another long time programmer, but I have generally been using the WRQ 
Reflection for IBM emulator.  They and 
Attachmate have now merged or one bought the other, I don't remember which.  
Under Windows XP, I have used 
Reflections for IBM version6.20 for a long time with Window-Eyes and that has 
worked well.  The latest version of 
Reflection is something like 14, though, so you probably can't find 6.20.  
However, I did play with version 14 and did get 
the cursor to track although I had other problems.  I am forced to install 
Reflection 14 during the next day or two 
because of my employer switching to Vista, and I can let you know more 
specifically if that will work.

However, I can't say that I've ever seen a case where JFW tracks a cursor that 
Window-Eyes does not track.  I know 
there were problems with certain versions of Extra, though, but I thought 
problems were in the 6.x versions.  Be sure that 
you have the screen as uncluttered as possible, turning off any on-screen 
keyboards and the like.  Also, be aure to try a 
cursor detect to see if that finds the cursor.  It can be helpful to turn off 
the highlighting of the current line by the 
emulator if you have that option.  If none of this works, then experiment with 
the cursor shape.  I have always used the 
underline cursor, though, so I would not expect that to be a problem.  Also, 
experiment with the blink rate.  Some 
emulators have several choices including "System."  If there is a "system" 
choice I have generally chosen that to be 
sure that there isn't some special hook being used, but I don't honestly know 
if that matters or not.  You might turn all 
highlight tracking off temporarily to see if perhaps Window-Eyes is getting 
confused by the color scheme and thinks it 
needs to track highlighting. I've seen this happen but rarely.  If that is the 
case and you need highlighting, you can work 
on Window-Eyes looking for specific attributes rather than using the Automatic 
setting.

If none of this seems to work, what does Window-Eyes say when you do the cursor 
detect which is usually CONTROL-
INSERT-C?
